The Fulton Market-Randolph Street section of the West Loop has restaurants galore, new apartment buildings springing up, a new hotel and new offices in the works for businesses like Google Inc. What's missing are high-end retail tenants, like in Bucktown or Lakeview. That may be about to change. Billy Reid Inc., which designs high-end men's and women's clothing, plans a store at 845 W. Randolph St., taking over a storefront space last occupied by a paper-supply company, according to people familiar with the deal.
