The owner of a River West property next to the Kennedy Expressway wants to build a 38-story residential high-rise on the site, joining a long list of developers seeking the city's approval for new housing towers. A venture led by a California investor named Gray Cardiff plans a 373-unit building just east of Hubbard's Cave, where Halsted Street crosses the expressway, according to an email that Ald. Brendan Reilly (42nd) sent to constituents.
